I went to Санжыра twice, each time for dinner. The first time, it was two of us, who didn't speak Kyrgyz or Russian, using Google Translate with a waiter who spoke no English, but who was extremely patient with us. He recommended a traditional horsemeat dish that was very tasty. We sat in a booth in the main building and quite enjoyed our dinner.
The second time, we were a bigger group with some locals. We made a reservation and sat outside. The service was equally excellent, and we sampled a variety of local beverages (including fermented horse milk). My main course, again a very traditional meal was Besh Barmak (I won't try to write it in Cyrillic). It was very salty, almost to the point of being inedible.
In general, if you're in Jalal-Abad and are looking for traditional food, I highly recommend this restaurant. Just know that it isn't always consistent.

Wow!! Absolutely amazing place. Great variety, every single meal tastes awesome, beautiful nature around, friendly service and exotic national design. The best place in Dschalalabat.
